If you are referring to the bulbs, the only method I have found that is easy is to remove the whole front bumper by removing the 6-8 push pins on top, 5 push pins and 6 screws on bottom, and the screw behind the wheel well on each side. Once the bumper is off, just twist the sockets out of the housings and pull the old bulb out and put the new bulb in. Reinstall everything in reverse order.
Be gentle removing/reinstalling the bumper. It slides into place in a certain way.

To change the fog lights on a 1996 Nissan 200SX SE, first, locate the fog light assembly beneath the front bumper. Remove the screws or clips securing the assembly, then gently pull it out. Disconnect the wiring harness from the back of the fog light and replace the bulb by twisting it counterclockwise. Reassemble the fog light assembly, reconnect the wiring, and secure it back in place.
when you replace the fog light, DO NOT touch the new bulb. that's why it burns out quickly. that or thr assembly has a small leak, and water is getting inside the fog light assembly.
The lowbeams are H11, highbeams are H9, and the factory fog lights are also H11.
