I had this problem, the lights around the tach were out. Are you ready for this? You have to replace the entire dash assembly! Mine was done by the dealer I bought my used 2001 Aurora from, Chattanooga Saturn. It would have been several hundred dollars. I am grateful to Saturn of Chattanooga!

To replace the instrument panel lights in a 1994 Buick Regal, first ensure the vehicle is off and disconnect the negative battery cable for safety. Remove the instrument panel by unscrewing the screws that secure it, then carefully pull it out to access the bulb sockets. Twist the bulb sockets counterclockwise to remove them, replace the old bulbs with new ones, reassemble the panel, and reconnect the battery cable. Finally, test the lights to ensure they are functioning properly.
You need to remove the dash in order to get back there to replace any blown bulbs.
Possible bad headlight switch. The switch is actually 2 switches in one. One side turns on the headlights and the other contacts turn on the tail lights which also feed the instrument panel through usually a 5 amp fuse.
