To replace the windshield wipers on a 2000 Toyota Camry, first lift the wiper arms away from the windshield. Press the small tab on the wiper blade connector to release the old blade, then slide it off the arm. Align the new wiper blade with the arm, slide it in until you hear a click, and ensure it's secure. Finally, gently lower the wiper arms back onto the windshield.

There are a lot of us that have the same problem. There is no adjustment. The only thing you can do is get new blades/refills for your wipers.
It might, even models are a little different the windshield should be the same.
If windshield wipers are stuck in position and won't move, I would say that the windshield wiper motor needs replacing. This happened to me last year.
Try going to the junk yards, they always have what you are looking for and at an affordable price.
