I'll copy/paste the answer given to essentially the same question for the 2004 Solara. It's the same procedure.

Been there, done that. It'll be a little easier if you jack the front of the car up a little (support with jack stands) or run the front wheels up on ramps.
Remove the plastic splash panels. Keep track of which screws were removed from which holes.
With the panels removed you can see the fog lights. Reach up and turn the socket to the left then pull the socket and bulb out of the reflector assembly. Replace the bulb (don't touch it with your fingers, clean the bulb well with alcohol to remove any oils from being handled then insert bulb in the socket holding the bulb in a piece of clean cloth or towel).
Replace the bulb/socket combo. Do both sides at the same time because the side that isn't burned out has been operating the same number of hours as the failed side. It's likely to die soon and you don't want to have to go through all this again.
Check to be sure the lights operate then re-assemble the splash shields and you're done.
