I asked my dealer the same question for my 06 CRV and was told that it was not adjustable. Per Honda plus or minus 10 degrees was "normal"!!!!

The dome lights have switches that can be placed in three different positions. Totally on all the time - totally off all the time - operates with doors. Are you sure the switch is set in the correct position?

If all the controls are set correctly, you may have a problem with a little door (called a 'damper') inside the ductwork not opening to allow the air to flow properly. Unless you are mechanically inclined, this is probably a job for a mechanic or dealer.

The timing is computer controlled by the cehicle's on-board computer, and cannot be manually 'set.'

If by chance you don't mean the "check engine" or "service engine soon" light, then it simply means your vehicle needs an oil change. My car has the exact same light. It's set to come on every so many thousand miles as a reminder. There's a reset method specific to your vehicle once you have done the oil change.
