dump out the gas from the tank then keep the mower on choke and pull the string ten times

A Different Method

Remove the spark plug and pull on the string several times to "blow" the excess fuel out through the spark plug hole. Inspect and dry/clean/replace the spark plug as needed. If flooding continues, then either the carburetor needs adjusting, or the fuel float is stuck open.

Can a lawnmower run on a bad battery?

Yes, a lawnmower can run on a bad battery if it has a pull-start or manual start option, as these methods do not rely on the battery. However, if the lawnmower is electric or requires the battery for ignition, a bad battery will prevent it from starting. In such cases, replacing or recharging the battery is necessary for proper operation.
