Take the fuse out or just unhook it from the modulator.
On a 1984 Nissan 300ZX the fuel pump turns on with the key. For a couple of seconds to pressurize the fuel system for initial start-up. Once the engines oil pressure has raised to normal operating pressure. The fuel pump remains on.
Take the gas cap off and turn the key a second or so.

Put the transmission in neutral or push the clutch in and then stop the car. When stopped, turn the ignition off.
This can be done 2 ways: 1 remove the turn signal lights and remove the 3 screws holding on the lights or 2 jack up the car and remove the 3 screws from the bottom, these are at the back of the lights.

Just bought a 1994 altima with same problem a rubber-stopper for the brake light switch was missing located above steering column the one below is for the cruise control part no#46584-5p010 this fixed my problem hope this helps.
