You'll need to use a vaccuum pump. I have a 1993, same car basically. If you apply vaccum to the EGR it should hold the vaccuum. I've also read that if you apply encough vaccum, the engine should stall. I was never able to get mine to stall, but then again at the time I was testing I had a vaccum leak somewhere else. An EGR is designed to last the life of the vehicle and it's not easy to get at the 2 bolts that hold it down.
