I have an 02 outback wagon and I had to drive 55 mph for 10 min, stop turn the car off for a minute, start it and repeat the process. Answer I found said to do it twice, I did it like 4 times, and it reset all the sensors in the computer.
Look up underneath the dash near the steering wheel - you should see a white-coloured socket with multiple holes in it. This is the OBDII connector.
If you mean the diagnostic computer (the thing that makes the "check engine" light come on), then no - any dealership should be able to reset this, or you can do it yourself if you buy an OBDII hand-held computer (about $35 on Amazon).

You need an OBDII computer a) to read the reason for the check engine light, and b) to reset the error code if you know what caused the light to come on. If you don't fix the condition that caused the light in the first place, it will probably occur again.

What I found was P1459 EVAP Emission Purge Flow Switch Malfunction It could be part of the vacuum circuit that purges gasoline fumes from the fuel tank.
