I believe your owner's manual provides that information (including photos).
In essence: Remove/unbolt the splash guards under the bumper. Lying under the car, reach in to where the 'back' of the fog light is. Unclip the holder, unplug the harness, and pull out the bulb. Reverse the procedure to re-install.
Be sure and replace both bulbs at the same time and while you have the splash guards off. The bulbs have the same number of hours on them and if one is gone the other won't burn much longer.

The v6 Toyota solara has a timing belt. Their 4 cyl engines have timing chains.
