My wonderful brother who can fix anything just fixed our 1993 Camry station wagon trunk release when we visited this week. (it was the door handle itself for us... see end of par.) When we got the car a couple years ago it was temperamental: you could open it from the outside only if you had not previously attempted to open it while it was locked. Once you pulled on the handle while it was still locked, you doomed yourself to having to unlock it from the inside by pulling on one of the lever bars of the locking mechanism. Eventually you couldn't open it at all from the outslde, it had to be triggered loose from the inside. My brother fooled with the bars and gizmos, straightening and unstaightening a piece of metal (which made it perpetually unlocked, then perpetually locked), but in the end he found that it was the outside handle itself that was the problem. it had lost form and was so spread open that it was too close to the limiting ceiling of its containing area, the cubby shape of the door that the handle fits within; you couldn't pull the handle as far as you needed to, to pull the internal parts fully. He squeezed the cheap metal handle down so that when you lift the handle you did not get stopped by the exterior part. I have to shop now for a replacement as that metal part is weak and likely to break or unbend again.. Hope this is helpful.
Have a helper pull the release handle while you look at the release mechanism. This will tell you if the cable is broken or if the problem is in the trunk mechanism.
