Find two clowns, have one replace it while the other one supervises. J/K. Behind the headlight should be a dial of some sort that holds the bulb in. Turn the dial to release the bulb. Once that is completed, then you should be able to remove the bulb. Simple. (The hard part is knowing which way to turn it and if it's stuck from grime and dust).
the headlight assembly needs to come out in order to change the bulb ive had to do that to my 98 as well.

To fit a new headlight bulb in a 1998 Daewoo Leganza, start by opening the hood and locating the headlight assembly. Disconnect the power connector from the back of the bulb and remove the retaining clip or ring holding the bulb in place. Carefully take out the old bulb, avoiding touching the glass of the new bulb, then insert the new bulb into the socket and secure it with the retaining clip. Finally, reconnect the power connector and test the headlight to ensure it’s working properly.
