After you have removed the two metal clips behind the glove box, removed the cover and rubber gasket as well as the two part filter(2001 Forester) you can pass a long pipe cleaner through the drain into and through the rubber hose. The drain hole is at the front end of the plastic filter housing at it's base. If the pipe cleaner is long enough( a child's fluorescent model that they use for construction projects is long ) it will appear at the end of the hose where it exits near the base of the firewall.

The hardest part is probing for the opening at the base of the plastic housing since you can't see it unless you have a fiber optic device. Borrow your doctor's colonoscope and you've got it made. Good Luck!
