Some cars you can and some require 4 wheel alignment.
Depends on vehicle and type of front end.
no you dont need a camber kit

Camber angle is the angle between the vertical axis of wheel and the vertical axis of the car/vehicle when viewed from the front or rear.
depends how far the camber and toe is out on the rear. rear requires shims the front toe and camber can be adjusted in front just have it aligned
The wheel alignment is off, probably the camber.
lowering coils or coilovers. camber/caster balljoints on the front. strut cambolts on the rear.
Unloosing bolts on rim and remove tire on either side that you want to adjust. Once tire is removedyou will have access to camber. There are two bolts on the camber and you can adjust them both left or right.

Some shops do it for free with purchase of new tires. Others charge anywhere from $39.95 and up, more for 4 wheel alignment.
Positive camber can cause all sorts of issues but not a tight steering wheel.
