There is no chime for the headlights or key in the ignition with the door open
on the left side of the steering column is a knob that controls the lights. Pull it of push it until the beeping stops
I would start by checking the switches on the doors, one or more may be non functional and that is why the lights are staying on, secondly there are switches inside the seatbelt receptors that can tell whether your seatbelts are connected, it would appear that one is not recognizing that you have connected it.

The relay is located on the left side under the dash. You will have to remove your left side speaker to get to it. Its very hard to get to but it is there.
