The fluid not spraying could be a clogged line or disconnected line or bad windshield washer motor. The rear wiper not working could be a bad wiper motor in the rear or unhooked linkage or fuse or relay. Check the fuses etc first.
first check the wiper fuse to make sure it is good. if it is then you need to replace the motor it should be under the vent panel on the outside of the car under the wiper blades I had this problem on a 1998 Rodeo and the fuse and motor were fine but the bushings in the mechanical arms that move the wiper mechanisms had worn out. Those "arms" are located just below the windshield and under the vent. Take a good look at their orientation before you remove them as there is only one way they go back in correctly.
The wiper motor may not be working properly or the combination switch may also be not working properly.
The windshield wiper switch is located underneath the windshield wiper lever. Remove the upper and lower steering column to gain access. Loosen the mounting screws and unplug the switch. Pull off the switch from the steering column.
A relay under the dash that controls the wiper has probably died. This is a common failure for Isuzu trucks. You can find bits of advice on the web on repairing the relay board, but unless you are a serious do it your selfer, you will have to go to your dealer to get this fixed.
