You may want to look at other options rather than the engine and fuel system. The most obvious problem would be if it is a manual would be the clutch is sticking a bit and may need to be replaced. If not the clutch assembly, check your master cylinder for jamming or leaks. This may cause the binding that is dragging your engine down when you idle.

How much petrol does a 2 liter engine use per km?

liter per km = liter for every 10km eg. 2lt every 10km so if you want to known how many lt per km divide by 10 and change the lt in to milliliters eg. 2(lt) x 1000 = 2000(ml) then 2000(ml) / 10 = 200ml and the answer is 200ml every km the working out here are base on traveling at a constant speed of 100kmph on a flat road.

If a BMW car and a Maruti 800 car both travel 300 km at a speed of 100KMPH which one would reach earlier according to the theory of relativity?

Relativity would have little to do with the outcome of this race as the speeds involved are no where near that required to produce a relativistic effect. However (since you asked) this race would favour the least massive car as the more massive car would produce greater increase in mass and would therefore require more energy to accelerate it. When we say 100KPH we have to be thinking of subjective speed of course (the speed that the individual cars believe that they are travelling at). Objective speed (the speed that an observer witnesses) would be the same for both cars.
