Check the door jam on the drivers side of the 4 Runner you will most likely find a sticker there that tells you the right tires for your 4 Runner.
My 2003 4 runner is recommended for 32psi. Check the drivers door jam. On it you will most likely find a sticker telling you the correct tire pressure.

The tires on a Suzuki 250 quad-runner measure 22 inches by 8 inches by 10 inches for the front tires. The rear tires measure 25 inches by 12 inches by 10 inches.

Sure it will. My Buddy has a 1989 Toyota 4 runner that is completely stock and he runs 31 by 10.50 mud tires on it. He only has a 2.4 four cylinder in his. My brother has a 1992 Toyota pickup with the 3 liter V6 and he runs 34 by 10.50 TSL LTB super swampers and it turns them just fine. You will probably see a drop in mpg with you new tires but nothing serious.
Usually no bigger than 32". And that's pushing it! You would most probally have some rub in a full turn. I have an 86 4-runner and had to put a 3" body lift to fit 33" tires.
Depending what size tire you have, for example the factory tires your looking at average of 23hwy/18city but you replace with over size tires for example 33x12.5R15 It's bigger/heavier tire which will drop your MPG about 15%-20%.
