First thing to check is if the bolt on the wiper mechanism has loosened. The rounded part that attaches to the car is covered with a black plastic cover. Gently pry this off and expose the bolt underneath. Gently tighten this bolt and see if the wiper now works. Don't forget to put the cap back on.

Yes, it has happened to me with my 2007 Ford Expedition. If the wiper is siezed in a position other than the normally off position, the motor will continue to strain to return to the off position. If this happens to you, make sure the rear wiper is turned off, then open the glass in the rear liftgate. This will disengage the motor from the wiper, and the motor should rotate counterclockwise to the off position. If the rear wiper is not too siezed, you should be able to manually move the wiper back to its off position before closing the rear glass. This will align the wiper drive pin on the inside of the glass with the drive slot in the motor. These need to be aligned to be able to close the glass. The faulty wiper arm assembly will likely need replacing.
