If you're sure it's not on for a legitimate reason, I'd just pull the bulb out. It'll be behind the instrument cluster but you may be able to reach it from underneath - provided you feel limber. There may also be a fuse located in the interior fusebox that you can just yank. Otherwise, remove the dash or put a peice of tape over the nasty bugger.
