2 completely different models... Hx is non-vtec, manual windows, doors, cheaper model basically... And it's not "97 civic v-tec" its a 97 ex model... Vtec is the engine (ex) is the model of the car, like civic vx, lx, cx, hx, ex... Ex has sunroof and power everything...

Its VTEC, not vtech. Remove it with the 3 10mm bolts that hold it in place. Install a new gasket from Honda. It costs ~$12. Install the VTEC solenoid back in place using only your wrist for torque, not your arm. Be careful as you make break the bolt.
