The idle adjustment screw is located on the IACV behind the manifold on a 1998 Honda CR-V. Open the latch on the IACV then take an screwdriver and tighten the adjustment screw.

if the rev stops bouncing when it warms up then its the idle air control valve(IACV), you can leave it as is if you dont mind the bouncing, or clean it. if it has a bouncy idle all the time no matter what, it may be the tps or a vacuum line problem.

The IACV on a '99 Mercury Cougar V6 is on the top right of the Upper intake manifold, there is a hose leading from the intake tubing to the IACV. On the I4 Zetec Cougar, I am not sure where the IACV is, though I believe it is on the side of the throttle body.
No iacv on 2007 civic- I looked for it and couldn't find it and called dealer- found out this year model doesn't have one.

To adjust the idle on a 2005 Honda Civic locate the idle control valve. The IACV and is found near the intake manifold. Open the top of the valve and tighten it to lower the idle or loosen it to raise it.
It will be behind the intake manifold facing the firewall. Remove the (3) 12mm bolts and set them aside. Unplug the 2 wire IACV plug that connects to the engine harness. Remove the 2 hoses that are running out of the bottom of the IACV. Reinstall using the steps in reverse.
