Anytime a check engine light comes on it is because the ECU has detected a problem with the emissions system on the vehicle. Can be a simple or complicated fix. Have the ECU scanned with an OBD2 scanner and that will tell you what code or codes have been set. The codes will tell you what part is being effected. This will tell you where to start looking for the problem.

You read the codes with a scanner, repair the cause, and clear the code with the scanner.
I believe it is blinking because there is a misfire inside the engine. Meaning that the timing is off. This could be because the timing belt may be old and the teeth are chewed and are not as rigid. That was the case for my 96 tacoma.
