There are several things that could be causing this noise to come from your front wheel well. You could have a faulty wheel bearing, a brake could be dragging, or a hub is rubbing.
what would cause a rubbing noise on drivers side front wheel especially when braking ( I replaced rotor and wheel bearings are good) ?

Depends on where in the front... could be breaks, something in the wheel/wheelwell
the steering wheel wont make the front wheels make noise as there is no generating source from the steering wheel. it will be the other way around.

your tires could be to wide or to tall, or your suspension could be low or shot. :)
You may not have enough steering fluid?
