Sounds like you have at least two problems. The VSC is a warning that something is not right with your anti-skid control. This could have something to do with either the brake system itself or the sensors that detect the wheel movement. The check engine light is a sign that the on-board diagnostic (OBD) computer senses some problem having to do with the engine. You will have to have the trouble codes read by a mechanic to determine what the problem(s) may be.
To reset a check engine light for a Highlander 2003, disconnect the battery for 10 minutes. After this time, reconnect the cables.
