It's just to the right of the fuse door where the dash ends. There's a white ODBII connector
The computer has sensed a malfunction that is either performance or emmissions related. The engine may be running okay, but you need to have the ODBII scanned to see what the trouble code(s) is/are. The beauty of computers and check engine lights is that the system senses problems while they are at an early stage, therefore, you don't have to wait till the engine runs crappy before you realize there is a problem.
The Onboard Diagnostics Tool or ODBII for the 1999 Ford Windstar does require a fuse which is listed on the fuse chart of the Ford Windstar owners manual.
Very simple, actually I just did it, the ODBII port is directly under the steering wheel where the carpet and trim meet.
1995 was before ODBII connectors were standardized. I believe there IS an earlier version of OBD, but am not sure where it is, or what type reader would be required to access its contents. (Wish I knew...I too have a 95 town car.)

On a 1997 Ford Ranger : The Data Link Connector is in the lower part of the dash , under the steering wheel and between the inside hood release and the emergency / parking brake release . It is behind a small plastic panel that removes ( or maybe flips up )
It's located directly above the emergency foot brake on the left side of the steering wheel. It may have a black cap over the connector. Look low and straight in at the lower left side of the lower dash board. You will see it recessed about 2 inches beyond the opening for the emergency brake pedal. Don't feel bad it took me 3 days to find it.
