A '99 is a Mk 2 or NB model. I'm more familiar with the Mk1 or NA models, so this may not be correct for yours but ... It is behind the dashboard on the drivers side. Remove the panel below the steering column and look for a blue plastic box. It should be above the steering column. It's very difficult to get out. you will need a 1/4" drive metric socket set with some long extensions. You will need to lie on your back with your head underneath the dashboard. Removing the steering wheel and the drivers seat, while not absolutely necessary, makes this much easier. NOTE!!: DO NOT remove the steering wheel OR fool with the control module, unless you are comfortable disconnecting the airbag. It is not dangerous if done correctly, but the hazard is YOUR responsibility. I STRONGLY recommend getting a shop manual and following the directions for disarming the air bag system. You may want to look at the forum on Miata.net for more info.
