It's under the airbox. You can follow the fuel line either from the fuel rail or from where it comes into the engine compartment. Replacement can test your flexibility and patience:
1) Place a rag under car to catch spilled fuel. Have a fire extinguisher nearby (you can never be too careful).
2) have a helper hold the fuel filter in place with a 19mm wrench while you turn the lower fuel line nut with a 14mm flare wrench (important!) Make sure you are turning the wrench towards you - a hammer and spray lube can help if it's too tight to turn by hand.
3) Now that the line from the tank is disconnected, you will take off the black plastic rounded cover on the top of the old fuel filter. A flathead screwdriver can be used to pop it off. (you can unbolt the old filter from the bracket before this if you want and pull it out so you can see it better, though it will still be connected to the engine by a black fuel line; see next step)
4) Squeeze the gray clip you find under the black cover to disconnect this fuel line.
5) Save the tiny piece of gray plastic (on the male portion of the old fuel filter) and pop it on your new filter.
6) Reverse directions with the new filter.
While you're cursing the location as you try to remove and replace the filter consider, on the Gen II Solara the filter is in the gas tank
One should just under the battery, another one is the gas tank attached to the gas pump.

The fuel filter is in the gas tank and is an integral part of the fuel pump. Theoretically it never needs replacement (there's no maintenance schedule for it). Cheers

Have you checked your fuel filter as the cause? I was experiencing this same problem with a 2002 Toyota Camry solara. Just a thought
The gas tank capacity for both the generation 1 and generation 2 Solara is 18.5 gallons.
