If the turn signal relay & hazard (emergency) relay are side by side, turn on the emergency blinkers. You will hear & feel (if you touch the relay) the emergency relay clicking. Turn signal relay is the other one.

horn relay location 95 cavalierI'm not sure about the 96'. I have a 95' Cav 2.2L. Imagine above the brake pedal to the left on the fire wall inside the car. That's where the horn relay was on my car. Good Luck I have a 1996 Cavalier. The TURN SIGNAL relay is to the right of the steering column. The horn relay is at the extreme right side of the passenger side of the dash. If you could reach directly through the r/s of the glove box you could touch it. It is really in a bad place. Mine is white in color and is O.E. My turn signal relay was green. It took a long time for me to find the relay was all the way on the right. Use a mirror and a flashlight. That is how I found mine.
