Mine is Civic DX 97. Believe it's the same. Get under your car, take off your oil filter, your PCV valve is right above your oild filter. It's recommended to replace it from there. Good luck!

Working from underneath the car, remove the oil filter and reach up into the cavity above it to pull the PCV valve from the rubber grommet. I think that the 2000 Civic may be similar. The valve itself is a metal valve that threads into a port on the block. It can also be accessed from above by moving aside the throttle cables.
