No, it is mounted to the transmission bell housing, where the tranny meets the engine, under the car, toward the front, roughly centered, there you will see it. It is circular and has two wires plugged attached to it. The big one is the power directly from the battery (disconnect your battery before touching), and the small one is the wire from the ignition. There are only two (12 or 14mm I think) bolts holding it on.

the 1991 3000gt are dohc. it comes stock with 222hp. they also made sohc but that wasn't until later generations of the 3000gt's. The 1991 dodge stealths came in sohc, compared to the 91 3000gt's dohc. either way, with minor adjustments, it will fit from sohc to dohc.
1991 to 1993 3000gt do not have a crank sensor. Only a cam sensor. And when does go out the car will not start or have a very irregular idle.

I Have a 1991 3000gt Sl and the ECU Is located Behind the radio and can accessed by removing the side carpet panals for your gear shifter.
There is only one in the main power distribution center.
