97 Accord LX Coupe the flasher itself is down by the drivers left foot. There's a bunch of fuses there, above that is a rectangular box and above that are three black boxes. They might all be relays but the blinker box top, closest toward the back of the car.
The flasher for the 1989 Honda accord is located above the steering column. To activate it shift it to the right.

The turn signal hazard relay is located in the left hand kick panel,in the fuse relay block. There are about 6 relays in block. should be in the bottom row, left side.
