Follow the single air/vacuum tubes, one coming from the side of modulator and the other from the side the of the egr valve (these are disc on top of the engine near the firewall. These two single tubes enter a shaft near the middle of fire wall come out and go under the engine. At the end of them you will find the VSV. It is hard to get at.
