It's probably time to replace your headlight switch. Had a similar problem on my '95. A new switch fixed her right up.
Driving with parking lights on is not recommended as they are not bright enough to properly illuminate the road, which can be dangerous. It is important to follow regulations and use headlights when driving in low visibility conditions to ensure safety for yourself and other drivers on the road.
Bright lights can affect the safety of train operations at night by causing glare and reducing visibility for train operators. This can make it difficult for them to see signals, track conditions, and potential hazards, increasing the risk of accidents.
according to Florida handsbook, you must dim your bright headlights within 300 feet of the vehicle ahead.
It is safe to use the bright [highbeam] headlights when there is no oncoming traffic/drivers who could be blinded by the bright light. Also, it is unsafe to use highbeams when there is fog or smoke which would reflect the light back to you, thus reducing the distance which you can see.
Headlights have two filaments, one for dim, one for bright. From your description it appears that one of the high beam filaments is burned out. Replace the bulb.
When an oncoming vehicle's headlights are too bright, you should look toward the right edge of the road to avoid being blinded. This helps you maintain your lane while reducing the glare from the headlights. Additionally, avoid staring directly at the headlights, and if necessary, slow down until the vehicle has passed.
Low-beam headlights that are not property adjusted can make them as bright as high-bead headlights. They also can cause you to not see the full road ahead.

The lights on a BMW Z3 operate through a combination of switches and relays that control various lighting functions, including headlights, taillights, and turn signals. The main headlight switch, typically located on the dashboard, allows the driver to turn the lights on and off and control the brightness of the dashboard lights. The car uses halogen bulbs for the headlights, which provide bright illumination, while the taillights and turn signals use standard bulbs. Additionally, the Z3 features an automatic light system that can turn on the headlights in low-light conditions.
