This is for a '95 and similar vintage vehicles: Check to see if the speedometer also fluctualtes, it may be minimal and not obvious. The speed sensor is on the transmission, accessible from the right side. If it is starting to go, any drop in signal will cancel the cruise control settings and the car will suddenly decelerate as though you killed it.
A reset at speed will hold as long as the speed sensor is delivering a signal.
Good luck!
The 1997 Honda Civic cruise control module can be found on the firewall in the engine compartment. The cruise control module will be on the drivers side of the firewall.

Check the hoses connecting to the cruise control (under the hood) are properly connected and in (good condition). The hose that connects the cruise control to the intake manifold is right where your elbow would be when removing the oil filter from above...so if you change your own oil, you may have accidentally bumped the hose off like I did recently.
Open the glove box, reach in and remove this little book called an Owner's Manual. Inside this little book is all kinds of answers to this and many other questions. You will find it invaluable for future reference. FWIW, the Owner's Manual on my 2002 Honda Civic fails to identify any particular fuse as part of the cruise control (speed control) system. One fuse in particular is identified inscrutably as 'Option', but it has no effect on the cruise control system. Further information than what is provided in the OM is required to solve this problem.
