if a car didnt under or over steer, you would have a car that is balanced and set up correctly. You dont buy a car off the shelf and have it correctly set up you have to work on that. So engineers have a choice, they either design a car that has a tendency to under or over steer. Most cars are designed to understeer as the correct way to regain control of it is to take your foot off the gas, which is what most people do when they feel loss of traction.
