Why does my 91 Honda accord se shuts off when im driving and it take several minute so it could start runing again?

It appears that the gear shifter and the brake lights are tied to the same fuse as the horn. My car horn keeps sounding off sporadically and the only way I can get it to stop is to pull the fuse. when I pull tis particular fuse the brake lights go and the gear shifter does not work. In order to get it into gear I have to put the key in the gear shifter box.
