Either it doesn't have a good contact, or the law beam coil was damaged (you can claim warranty if the bulb has it).
Camry 1999 has only on bulb for both low and high beams.
When bulbs on a Toyota Corolla are working but one is not, it is usually a burnt out bulb. You can change this yourself.
To change the low beam headlights in a 1999 Toyota Solara, first, open the hood and locate the headlight assembly. Remove the plastic cover or the retaining clips to access the back of the headlight. Disconnect the wiring harness from the old bulb, twist the bulb socket counterclockwise to remove it, and replace it with a new bulb. Reassemble the components by securing the socket and replacing any covers or clips.
the high and low beam work on the same bulb... if your low beam isn't working the problem is electrical

Blown bulb.
If the low beam headlight on a 2008 Toyota Camry has stopped working, potential issues could include a burned-out bulb, a blown fuse, or a malfunctioning headlight relay. It's also possible that there could be a wiring issue or corrosion in the electrical connections. Checking the bulb and fuse first is usually the easiest troubleshooting step. If those are fine, further electrical diagnostics may be necessary.
the bulbs used are 2-in-1 high-low beam bulbs if your high beam isn't working try rewplacing the bulb if that doesn't do it check the wiring or your fuses
To check if a high beam bulb is burnt out, first, turn on your vehicle's high beams and visually inspect the bulb for any signs of damage, such as a broken filament or darkened glass. If the bulb appears intact but the high beams do not work, try switching to low beams to confirm that the issue is specific to the high beam. Additionally, you can test the bulb by swapping it with a known working bulb from the low beam. If the high beam still doesn’t function, the issue may lie in the wiring or the headlight assembly itself.
