Either it doesn't have a good contact, or the law beam coil was damaged (you can claim warranty if the bulb has it).
Camry 1999 has only on bulb for both low and high beams.

the bulbs used are 2-in-1 high-low beam bulbs if your high beam isn't working try rewplacing the bulb if that doesn't do it check the wiring or your fuses
