There were two models. One that had the button in the glove compartment and the manual ones. If you have the switch in the glove box, make sure your vehicle is turned on. If that still doesn't work, it could be a bad fuse.
If you have the manual one, you have to push on the door on the side closest to the driver's door. That will push the other side open.
my 96 deville has a button on the dash by the trunk button or there is a pull handle in the trunk
UPDATE: I had the same problem with the fuel door latch on my 95' Cadi DeVille but this was due to cold weather and the mechanism freezing up and it was not an electrical or fuse problem. When you open the trunk, pull back the uphostly on the left side and you should see wires (not electrical) connecting to a plastic cylinder which contols the pin that locks the door. The black plastic cylinder (not the clear cover around it) needs to be sprayed with some lubricant (I used the door lock lube w/ graphyte). Once you do that, there is a piece that sticks out on the cylinder. Switch the black piece up and it will unlock, move it down and it will lock. Hopefully this will help.

I had the same problem with my 94 deville except it was just one of the fuses under the hood but i alos know that sometimes when this happens your ground wire (which should be under the car on the gas tank has came loose. I would check these things first. As for your fuel door i have the same problem so i dunno The gas sensor is located on the fuel pump inside the gas tank. One day my deville ran out of gas when it showed 4 gallons. A week or two later the fuel pump failed. The shop said I needed a new fuel pump. 700 Bucks. ouch
Make sure the driver's side door is unlocked otherwise fuel door will be locked automatically. If unlocked then there is a problem with the fuel door switch.

If the car is equipped with that option there will be a button in glove box. If no button, then just push inwards on the edge of the fuel door and the rear edge will pop out. If glove box button is present and not working, there will be an emergency release inside the trunk on the back side of the fuel door. Usually a cable or a lever.
probably the fuse or relay on the fuse block is bad , find and replace the fuse or relay and trunk and fuel door should there may be two separate fuses ,
