Some possible reasons for this: If the thermostat was stuck open, water would continuously flow through radiator. Start cold engine and remove radiator cap - if water flows when it is started it's stuck open. I had a worn out 2.3L engine - low compression on the aft two cylinders. I noticed a huge difference at the temp gauge and the heating system. I barely had any heat at all.
