Just had another thought--disconnect wiring harnesses on all affected units--replace fuse with an auto resetting breaker withthe same value, connect and operate each unit one-at-a-time to see which trips breaker == you will be able to track problem area and concentrate on that unit. may also be in wiring that flexes every time door is opened and closed, after time these wires may become chafed and may short to ground. Probably motor damage in one of the electric motors. Every time you would engage that motor the fuse would blow. If that's not the case, you probably have a damaged wire that is shorting to the chassis ground.
in my experience it is a slight leak in heater core it will be antifreeze causing this replace heater core and problem will be fixed

Fuse 16 on a 1998 Grand Marquis typically controls the power windows and other accessories. If it keeps blowing, it may indicate a short circuit in the wiring, a faulty component like a window motor or switch, or an overload caused by multiple accessories drawing too much power. Inspecting the wiring and testing individual components can help identify the source of the problem. If you're unsure, consulting a professional mechanic is advisable to avoid further damage.
