well lets see, no computer base line at idle,timing off,fuel pressure low,could even be bad battery--having to run on alternater instead of alternater charging battery,TPS bad in low range,etc...

The RPM in the car measures the rotations per minute the engine's crankshaft turns, not the turning of the wheels. This means that if the car isn't moving, it's solely on the axles or wheels, no matter what make or model car it is.
If the 1998 Olds Achieva will not rev over 2500 rpm there may be an issue with the idle control valve. A bad or unplugged valve will not let the car accelerate over 2500 RPM.

Idle Air Control Valve....if this breaks you car wont idle properly....the rpm will go up then down all the time when idling
