There reason there is a difference between the solar day and the sidereal day is that, while the Earth is rotating on its axis, it is also revolving around the Sun, so each day, the Sun rises and sets in a different place relative to the Vernal Equinox, said equinox being that point in space where the Sun's apparent path crosses the celestial equator on its northward trek around March 21st.
