Well, this really depends on how easily you can get air. If we really needed to live in a domed city there would have to be trees and other plants everywhere because plant need the Carbon Dioxide our bodies produce as a waste. Plants use this to "breathe" and then their waste product is oxygen so if you could get enough plants to a domed city to give oxygen while taking in Carbon Dioxide then, yes it is possible. And, you must make sure the planet is not too close or far from the Sun. Besides beingtoo hot or cold on the planet, the time needed to get to the planet is essential.(E.g Neptune is too far away!!!)
