No, not particularly. The lunar cycle is 28 days long, so if there is a full moon at the beginning of a month, it's possible to have two in a month, but not a third. Unless you count eclipses or something.

Partly because the word "month" comes from the word "Moon". In luni-solar calendars, such as the Islamic or Hebrew calendars, a "month" is the time between the new moons. In the Julian and Gregorian calendars, which were primarily solar, the word "month" originally meant the same thing, but various reformations of the calendar have caused a "month" to be slightly more than a "moon".

In our modern Gregorian calendar, some of the months can have two full moons; the second fill moon in a calendar month is colloquially called a "blue moon". A "blue moon" can occur in any month except February, if the full moon is the 1st or 2nd day of the month. On average, a "blue moon" happens about every other year.

The Moon's rotational period is about 29 and a half days, so it's just barely possible for February to miss out on rare occasions. Every other month is long enough that at least one full moon must occur sometime during the month. Even on months where there technically isn't a full moon in February, the first and last days of the month will be close enough you'd have to look sharp to see the difference.
