It is possible to buy Pluto. Its legality is questionable though. It is for sale for $250k at the Lunar Embassy. http://www.lunarembassy.com/ Lunar Embassy is the only "legal" extraterrestrial realtor. If your idea is to purchase to declare it a planet, then that's out of the question.

So suffice it so say that according to a consortium of scientists that met in 2006, Pluto is no longer officially classified as one of the "big guys," but it's still a planet, albeit a dwarfish one. And they may change their minds again when they meet in Beijing in 2012.

If we could reach them, yes. The main problem is that they are much farther away than any manned mission has gone. The dwarf planets have solid surfaces and enough gravity to hold someone to the surface, though the low gravity would make walking difficult. Astronauts on the moon have found that it is easier to bounce than walk when gravity is a fraction of Earth's.
