No, because there is no water on Mars. It seems to have had water on its surface but that was a long time ago. Another reason is because it doesnt have a very reliable magnetic field(it lost most of it 4 billion years ago) and the inosphere is unable to stop any solor wind(radiation) that comes from the sun.
