Yes and no.
African-American Garrett Morgan is credited with inventing the electric automatic traffic light which was based on semaphore. The system was quite different to another system invented by a Detroit police officer by the name of William Potts. He was the first to develop the first 4-way 3-colour light system, and it was installed in Detroit in 1920.
However, both of these systems were preceded by traffic lights that were around even before cars. The very first traffic light in the world was located at a London intersection in 1868, and was a hand-held revolving gas lantern with red and green signals. This was not an entirely successful experiment, as the light exploded early in 1869, injuring the policeman who was operating it.
Garrett Morgan invented the traffic light in 1923. The exact month and date of the invention was not documented.
The three-way traffic light was invented by Garrett Morgan in 1923. He patented the design for the T-shaped traffic signal that included a mechanism to control traffic flow at intersections.
Most sources say he invented it around 1922, and applied for a patent in late 1923.
Garrett A. Morgan invented the three-position traffic signal in 1923. This device was an early version of the modern traffic light, which helped regulate traffic flow and increase road safety.
JP Knight invented the traffic light in 1868

In early 1922, inventor Garrett Augustus Morgan designed a cross shaped traffic signal, for which he submitted a patent application on February 27 of that year. The patent was granted on November 20, 1923.
Morgan lived in Ohio. He witnessed a collision between a car and a horse and buggy. He invented an automatic traffic controller and sold it for $40,000.
