Yes, Neil Armstrong did take risks getting to the moon. There were countless things that could go wrong. For example, they didn't kow what would happen when we landed on the moon. We didn't know how the Eagle would react to the lunar surface. The Eagle could have landed in a football feild sized crater with large boulders inside (which it almost did.) Also, they landed just in time because they only had 17 seconds of fuel left. Of course there is always landing and lift off risks.
