A monkey is close to a human so it was to see how a human type system would react into space. Plus, if there had been an accident a monkey would have been lost and not a human. Monkeys can also be trained to do things that would be needed as well.
The problem with human exploration of space is that you have to spend a lot of money creating an environment that supports human life. A robot doesn't need (much) heat, light or oxygen and no one cries if it dies or can't get back. So it's much cheaper to send a robot. Robots can also be sent to places where a human would struggle to perform useful experiments - so they can be used to investigate close to volcanoes or undersea and take samples without being hampered by gloves.

Actually if you place your hand into steam, you WILL get burnt. What you are probably thinking of is placing your hand into the condensate of the steam that appears like a cloud. You can place your hand into that because it has to cool to a much lower temperature before it begins to condense. True steam is actually a colorless (at least in the wavelengths we can see with our human eyes) gas and is invisible to us.
